Flow status mismatch between Power Automate and Copilot Studio after managed solution import

Hi,

I am experiencing an unexpected issue with a voice bot for Contact Center.

I packaged the bot, including all required dependencies, into a managed solution and imported it into the test environment. The solution also includes all Power Automate flows that are called by the agent.

In the target environment, all flows appear to be turned on in Power Automate. However, in Copilot Studio, the same flows are shown as turned off.

Could you please advise why the flow status differs between Power Automate and Copilot Studio, and how this can be resolved?

    No. If the flows are enabled and all dependencies are correctly configured, Copilot Studio should also display them as enabled. A mismatch between Power Automate and Copilot Studio generally indicates that Copilot Studio has not successfully validated or refreshed its reference to the imported flow.
     
    If you've verified all of the above and the issue remains, this is likely a platform issue rather than a configuration error. In that case, I recommend opening a Microsoft support ticket and including:
    • The managed solution used for deployment.
    • Source and target environment IDs.
    • Screenshots showing the flow as On in Power Automate but Off in Copilot Studio.
    • The solution import log.
    This information will help Microsoft determine whether the flow references were not updated correctly during solution import or whether you're encountering a known issue with Copilot Studio voice agent deployments.
